<br />(emergency or drought induced measures) and long-term demand reduction (permanent water <br />conservation measures) is important because: <br />1.) the time period required to implement the measures varies markedly, that is, some measures cannot be <br />implemented quickly enough to meet a short-term emergency; <br />2.) the public may be willing to cooperate with some measures only on an emergency basis; <br />3.) the long-term savings of some retrofit devices may be less than the short-term savings of the same <br />devices during an emergency because customers may remove them: and <br />4.) reduction in demand from long-term conservation measures is available for supply, whereas, <br />emergency measures during a drought influence only short-term deficit planning. <br />. Interference with sound operating practices. Water distribution systems need periodic flushing to <br />remove accumulated sediment and slimes. The frequency of flushing should not be extended beyond <br />good practice intervals under pressure to meet the conservation goal of reducing overall per capita <br />water usage. This would not be in the best interest of public health. <br /> <br />III. Existing Sources of Supply <br /> <br />The City of Durango has always tried to maintain an adequate, high quality, water supply for its customers. <br />Raw water delivery and storage facilities consist of three components: (1) the Florida River Pipeline from <br />the Florida River to Terminal Reservoir, (2) the Animas River Pump Station which pumps water from the <br />Animas River to Terminal Reservoir, and (3) Terminal Reservoir adjacent to the water treatment plant. <br />Capacities of the delivery and storage facilities are summarized below. <br /> <br />Florida River Delivery Capacity: <br />Animas River Delivery Capacity: <br />Total Raw Water Delivery Capacity: <br /> <br />5.8 mgd <br />5.3 mgd <br />11.1 mgd <br /> <br />Terminal Reservoir Storage: <br /> <br />230 acre-feet <br /> <br />The City owns direct diversion water rights to both the Florida River and the Animas River.
