In <br />Ofder to fund other water acquisition, such as its reCerlt purchase of Windy Gap <br />supplies, the City has switched from a CST dedication policy to a cash-in.lieu policy. <br />However, since CST is being obtained by other munlcipalilies so quickly, Fort Lupton is <br />in the struggle 01 whether it should switch back to CST dedication while the CST <br />resource is still available. <br /> <br />Infrastructure <br /> <br />The City also has a physical limitation on its system, The Cily currently has a High <br />Zone and a Low Zone that its system can serve. However, the City will need to serve <br />areas outside of these zones in the future, namely higher than the High Zone. The City <br />Will need additional infrastructure to provide water to areas outside its currentty planned <br />infrastructure. <br /> <br />Wator Costs and PricIng <br /> <br />RaleSfructure <br /> <br />In response to Ofdinances requiring a review of water rates at least every two years, <br />and as par! of the 2003 Drought Response Plan, the City reviewed its rates and <br />resuUant revenue shortfalls to fund ongQjng operations. As a result, a Resolution was <br />established for a two-tier rate structure, In 2006, the City added a third lier. The City <br />has one rate structure for all customer types, except Thermo and Parks.
