CREATE COMPREHENSIVE <br />WATERSHED MAPS <br /> <br />Minturn <br /> <br />0' or floodplain <br />30' from high water mark <br />50' from center line of stream <br /> <br />Vail <br /> <br />Create a set of maps that detail <br />access, land uses, transportation fea- <br />tures, sensitive and open lands as <br />follows: <br /> <br />Avon <br /> <br />30' from high water mark <br />50' from high water mark <br />0' or floodplain <br /> <br />Eagle <br /> <br />Gypsum <br /> <br />Unincorporated <br />Eagle County <br /> <br />50' from high water mark <br /> <br />8.3 LAND USE OBJECTIVES <br /> <br />AND RECOMMENDED <br />ACTIONS <br /> <br />8.3.1 OBJECTIVE: Coordinate <br />and Improve Watershed <br />Planning and Planning Tools <br /> <br />During the planning process it was discov- <br />ered that many citizens and government <br />representatives felt they did not have: 1) a <br />comprehensive understanding of the <br />watershed system and the balance <br />between human activities and the health <br />of the watershed, 2) a comprehensive <br />understanding or knowledge of all the perti- <br />nent state and federal agencies or regu- <br />lations regarding watershed features, 3) <br />enough information sharing occurring <br />between local, state, and federal levels and <br />coordinated administration of regulations and <br />management plans, 4) information sources <br />that present a comprehensive picture of the <br />watershed resources; and 5) enforcement <br />tQols or personnel. <br /> <br />The establishment of an Eagle River <br />Watershed Committee, as outlined in the <br />implementation chapter is a key step toward <br />coordinated planning for watershed issues. <br /> <br />Land Uses: <br />· areas suitable for gravel extrac- <br />tion adjacent to river/streams <br />· areas where severe disturbance <br />has been caused by grazing or <br />other agricultural practices <br />· parcel boundaries <br />· parcel ownership <br />· private and public open space <br />· roads and trails <br />· jurisdictional boundaries <br />· federal lands under consideration for <br />disposal or exchange (after the current <br />Land Adjustment Processes that include <br />public input are completed) <br />· zoning districts <br />· existing land uses <br />· existing densities <br />· golf courses <br />· existing and proposed snow dumps <br />· stormwater discharge areas <br />· existing and proposed irrigation <br />structures <br />· point source and non-point source <br />problem areas <br />· drop structures for aquatic habitat <br />improvement <br />· distribution features of existing water <br />systems (including storage and diversion <br />points) <br />· hazardous irrigation structures or areas <br />where debris exists in the river <br />· historic sites adjacent to river or streams <br /> <br />Sensitive and Open Lands: <br />· general areas of wetlands <br />· wildlife habitat/calving and nesting sites <br />· wellhead protection areas <br /> <br /> <br />71 <br />
