Golf Courses should include a manual <br />of water quality best management <br />practices in their submittal for approvals. <br />Golf courses must include features to pre- <br />vent run-off into adjacent water features <br />through the use of berms, retention, filters, <br />groundwater recharge, etc. Review of plans <br />for golf courses may necessitate a fee for <br />outside professional evaluation of the BMP <br />and drainage plan. Fees could also be <br />assessed by the town of county to hire <br />annual inspection services of the golf course <br />management activity unless local govern- <br />mental time and expertise is available (see <br />Chapter 8: Land Use). <br /> <br />15. Encourage the preservation of natural <br />drainage ways. <br /> <br />16. Require development plans to address prop- <br />er weed and pest controls particularly <br />when adjacent to agricultural land uses and <br />riparian zones. <br /> <br />17. Create a field booklet for construction <br />details related to BMP's. Same details could <br />also be attached to plans. <br /> <br />suggested 1ransportation <br />and Parking Lot BMPs: <br /> <br />1 . Discourage/relocate public/private snow <br />storage areas from land adjacent to water <br />features and install sedimentation or filtra- <br />tion systems at snow storage sites. <br /> <br />2. Apply the local building setback to <br />parking lots as well and require a drainage <br />plan that prevents direct runoff into water <br />features such as streams and wetlands. <br /> <br />3. Discourage construction of new roads <br />along water sources such as creeks and <br />river. Discourage widening of existing roads <br />unless a drainage plan can be developed <br />that deflects drainage away from the adja- <br />cent water feature. <br /> <br />4. With CDOT, Southern Pacific Railroad, <br />County and towns, review transportation <br /> <br />practices to determine which ones con- <br />tribute to non-point source pollution <br />and can be locally/regionally altered. Some <br />of these areas might include Vail Pass, the <br />railroad area in Minturn, the interchanges in <br />Vail, drainage culverts and bridges through- <br />out the county. <br /> <br />5. Seek assistance from CDOT, county and <br />municipalities for testing of alternative, <br />more environmentally sound practices on <br />selected sections of road in Eagle County. <br /> <br />6. Examine need for road sand collection <br />program. <br /> <br />Suggested Individual Sewage <br />Disposal System Administration <br />BMPs: <br /> <br />1 . Address impacts of septic system impacts to <br />ground and surface water quality by: <br />. Increasing minimum size standard <br />for eligible lots for septic and increase <br />minimum standard for distance from <br />streams or wetlands <br />· Septic design engineers must prove <br />that groundwater and adjacent sur- <br />face water will not be impacted <br />· Encourage the logical extension of <br />sewer lines. Clarify distances for <br />required connection to existing sewer <br />service lines or thresholds for when a <br />public sanitary sewer is required <br />· Establish a wellhead protection pro- <br />gram in the County Land Use <br />Regulations <br />. Insert requirement for maintenance of <br />individual sewage disposal systems <br />(septic systems) into local septic regu- <br />lations. <br /> <br />Suggested Gravel Mining BMPs: <br /> <br />1. To support state laws and provide local poli- <br />cy direction, implement specific gravel min- <br />ing standards that could include: <br />.
