They should not be expected to be <br />appropriate or work in all circumstances <br />and may be either short-term or long- <br />term actions. Implementation can either <br />be voluntary, or through local planning <br />and zoning processes, local regulations, <br />and development of water quality <br />projects. <br /> <br />The following list describes BMPs that <br />address the items such as <br />· Water Quality Management and <br />Monitoring, <br />· Household and Citizen <br />Involvement, <br />· Development and Construction, <br />· Transportation and Parking Lots, <br />· Individual Sewage Disposal <br />Systems, <br />· Gravel Mining, <br />· Agricultural Uses, <br />· Logging, <br />· Recreation <br /> <br />Many of the following BMPs are the <br />same or similar to recommendations <br />found in other Plan chapters but are <br />included to illustrate the relationship <br />of water quality to land use, water <br />quantity, etc. <br /> <br />Suggested Water Quality <br />Management and Monitoring <br />BMPs: <br /> <br />1. Develop municipal stormwater manage- <br />ment plans. The Town of Vail has a plan <br />which could be used as a model for commu- <br />nities in the watershed. <br /> <br />2. Monitor storage of toxic materials <br />throughout the basin by local emergency <br />service and environmental health agencies. <br /> <br />3. Identify and research physical stream <br />enhancement projects (stream-side tree <br /> <br />planting, in-stream aeration structures, <br />stream side sediment control structures, <br />stream bank erosion control, stream channel <br />modification, etc.) for implementation on <br />private or public lands. <br /> <br />4. Ensure that analysis of potential water <br />development projects consider water <br />quality standards, particularly in regards to <br />. stream flows and wastewater discharges. <br /> <br />5. Require runoff f"Ilters and drainage plans <br />to be in continually working order, e.g. <br />Vail parking structures, church parking lots, <br />the airport, etc., and make semi-annual <br />inspection as part of enforcement plan out- <br />lined in Chapter 6: Land Use. <br /> <br />6. Locally track the activities at the Eagle Mine <br />Superfund site, including mine seepage <br />and possibility of blow-out. Request a semi- <br />annual community briefing by the EPA and <br />State on the status of the clean-up which <br />should continue until the area has been <br />declared reclaimed. Water quality monitoring <br />has shown that the Eagle Mine and other <br />mines still contribute pollutants to the water- <br />shed. Information on the clean-up status is <br />available from the Colorado Department of <br />Public Health and Environment. <br /> <br />7. Trade lands, obtain easements or work <br />with land trust and governmental agen- <br />cies to obtain appropriate riparian areas, in <br />order to better manage and protect them. A <br />prioritized acquisition list would be a useful <br />tool. <br /> <br />8. Develop wetlands protection program to <br />enhance existing regulations. This would <br />include language related to the draining of <br />wetlands and potentially the identification of <br />the important wetlands within the water- <br />shed. <br /> <br />9. Educate appropriate industrial and commer- <br />cial businesses about the new "Minimal <br />Discharge General Permit" issued by the <br />Colorado Water Quality Control Division. <br /> <br />10. Investigate methods for cooling waste- <br />water before it enters the river so as not to <br />adversely affect river water temperatures <br />and the aquatic environment. <br /> <br />I~-' <br />" <br />( - <br />.~ ~ <br /> <br />35 <br />
