The total is more than 19,717 acres; but not all of the <br />acres are irrigated in any given year and some may never be <br />irrigated. The original Operating Principles designated water <br />rights and acres by participating ditches. Three of those <br />ditches listed elected not to participate fully in the Project, <br />but the corresponding water rights and acres were never deleted <br />from the lists in the Operating Principles. The Bureau has <br />proposed to delete them, which would change the total irrigated <br />acres to 19,499. This proposed change is reflected in the <br />amendments to the Operating Principles proposed by the Bureau in <br />November, 1997. <br /> <br />The District does have procedures for verifying that the <br />number of irrigated acres does not exceed 19,717. Prior to <br />opening the irrigation season, the District asks the <br />participating ditches to identify the number of acres they <br />anticipate irrigating. Enclosed is a copy of the March 10, 1998 <br />letter. All of the ditches did not respond and the District <br />renewed its request in an April 14, 1998 letter, copy enclosed. <br /> <br />The District has the authority to ensure that participating <br />ditches do not the exceed acreage specified in the ditch <br />contracts. In addition, the District has the authority to limit <br />irrigated acreage within the Project to ensure the limit in the <br />Operating Principles is not exceeded.
