Witte <br />Division Engineer, Water Division NO.2 <br />310 East Abriendo, Suite B <br />Pueblo, Colorado 81004 <br /> <br />Re: Measurement and Release of Water from Black Hills Reservoir. <br /> <br />Dear Mr. Witte: <br /> <br />The purpose of this letter is to describe the agreement that has been reached between your <br />office and the Model Land & Irrigation Company regarding the measurement and release of water <br />stored out of priority in the Black Hills Reservoir (formerly called the Model Reservoir). Model <br />agrees to construct and implement the following structures and measures. <br /> <br />1. Purgatoire River diversions into the Model Inlet Ditch will be measured at the existing <br />device located near the Purgatoire River. Model agrees to cooperate with a canal loss <br />study for the 14 miles of the Model Inlet Ditch from the Purgatoire River to the Black <br />Hills Reservoir. The study will generally consist of varying the quantity of water diverted <br />from the Purgatoire River in coordination with the State Hydrographer's staff, and will be <br />conducted by your Office at the State's expense. Since we understand that the Purgatoire <br />River Water Conservancy District is planning to also conduct such a study on the Model <br />Ditch and other ditches in the District over the next few years, we hope that the studies <br />can be performed together. <br /> <br />2. Model will install an outlet works from the Black Hills Reservoir with a minimum capacity <br />of 250 cfs. <br /> <br />3. Model will install a continuous stage-recording device to measure the surface elevation of <br />the Black Hills Reservoir. In addition, Model will conduct a survey of the contour lines of <br />the reservoir with a vertical interval of no more than one foot, and prepare tables relating <br />estimated capacity and surface area to water surface elevation in O.Ol-foot increments <br />from the lowest point in the reservoir to at least the bottom of the spillway. This <br />information will be submitted to your office. <br />
