Section 2. Payment of as~essments and service charges. Any order or resolution leVJ~ng any such ass~sBmertts or establishing charges for water or other services shall specify the time or times when thE: same shall be payable and shall be levied or established sufficiently in advance of the date of paJ~ent so as. to permit of collection thereof in an_ orderly and business-like manner on or before the time when due. Section 3. Amount of Assessments and service charges. In determining the amount of any such assessments and/or water or other service charges reasonable allowance for esti- mated deficits caused by the failure of some stockholders to paJ' the same shall be made. Section 4. Notice of assessment. The Secretary on or before fifteen days in advance of the date of payment shall notify each shareholder of any and all such assessments and of the amount 'thereof and the tim~ payable either personally or by depositing the same in the postoffice, I I postage paid, addressed to t~e stockholder at his last known address as shown by the records of the Association. Section 5. Interest on delinquent a.:isessments. All assessments shall bear interest at a rate to be fixed when tile assessment is made from the date due until paid. ARTICLE VI Enforcement of collections. Section 1. Time after delinquency. The Board of Directors after the due date for any unpaid assessment, levy, charge or other paJ~0nt against the7shares of stock of the Association or under any subscription for stock to the Association or under any contract or water right applica- tion with the United states or under any other instrument in v~iting providing for payments either to the United states or the Association whether running to the Association or the United States or under any contract between the United ~tates and the Association may proceed on behalf of the Association -8-
