Direc:tor Wells was absent. Also <br />present were Messrs Conrad, Harper and Praetor of the Association staff. . <br />During the meeting the following business was CDnducted. <br /> <br />1. The minutes of May 8, 1997 were approvacl on matton by Director Buniger. <br />Motion was seconded by DJrector Mannel and carried. <br /> <br />2. Mr. Watt L.egfts (Seriar #126) has requested approval from the Board to close <br />an Association dug drain that exists at or near the property rine between his <br />property and rand awned by Mr. Carroll Niblet" (Serial #127). The Association <br />has not performed mairrtenance wor1c on said drain fbr several years. Mr. <br />Legits claims that the drain ditch is no longer needed because he has <br />. reHouted the field run-otTwaterthatwas conveyed by the drain ditch. Mr. <br />Leglts also claims that hIs neighbor, Mr. Niblet, also wants the drain ditch <br />closed. On motion by Dirsdor Rossi, the BOard approved Messers leg its' and. <br />Niblet's request ta close said drain ditch provided they bath ftm sign a written <br />agreement with the AsSociation agreeing tg ~e.i::ondition that the Assoc;iation <br />will not be responsible, nable or will not I1Mirg the drain if in U1e future its <br />elosure caUSQS the landowners problern$. Motion was seconded by DirectDr <br />Mannel and carried. <br /> <br />4> 4. <br /> <br />3. Mr. and Mrs. James Whipple dGrand Junction, Colorado has filed a water <br />right application (S7eW106) with OjstJ1ct Court, Water Division No.5, <br />Colorado. Their application Is 10 take water out of Lateral A41 via the <br />Government Highline Canal, diverted from the Colorado River at the RoUer <br />Dam to non Grand Vaney Projeet lands located apprmdrnat91y 1/4 mile east of <br />the intersection of 17 and.O Roads. The Association's attomey, Mr. Ancty <br />Williams, has written the Whipples a 19tterencouraglng them to drop their <br />application. The Board's ccnsensus was that sUCh water right application <br />should be opposed because:>> the canal alraady flaws at capacity during times of <br />high demand. The Board took no further action on the matter at this time. <br /> <br />The investing of Association reserve funds in U. S. Treasury BIlls, Notes or <br />Bonds was discussed by the Board. Investing in the Tr88$unes would lessen <br />the number of bankIng Institutions needed for Association accounts and yield a <br />higher rate of interest over the money market accoUnts eurrvrrtfy being used. <br />Treasuries are considered to be of maximum safety since they aTe bac;ked . <br />directly by the federaJ government.
