Its possible that revenues might look a bit better with some different assumptions <br />regarding prices for water but its also more than possible that further investigations <br />would show that costs could be significantly higher depending on foundation <br />conditions for the embankment at the proposed site. The appropriate conclusion is <br />probably that the relationship between costs and revenues won't change a great deal <br />with further analysis or might even become less favorable.
