We hope you agree it
meets your dual charge from the State legislature. We believe it to be an integral
part of the solutions to the water supply challenges on the Western Slope. We are
truly excited about the project and look forward to working with you on the
financing aspects of it.

In our luncheon meeting you questioned the financial impacts of the new reservoir
to our current water rates. Our consultant has done a study and advised us that the
cost for our constituents would increase approximately ten cents per one thousand
gallons. Bill, our water rates now are $1.50 per thousand gallons. This ten cent
increase would still keep Vail's water rates some of the lowest, if not the lowest, of
any major resort area on the Western Slope.

I look forward to seeing you at the November 6th meeting. Again, thanks for your
visit.

Sincerely,

Q;d~~!u

Rick Sackbauer
Chairman

RS:kd
cc: Paul Testwuide - Vail Valley Consolidated Water District
Rick MacCutcheon - Upper Eagle Regional Water Authority
Glenn Porzak - Holme, Roberts & Owen
Mike Serlet - Colorado Water Conservation Board

CONSERVE'
