Greene, P.E. <br />Manager of Planning <br />Colorado Water Conservation Board <br />721 Centennial Bldg. <br />1313 Sherman Street <br />Denver, CO 80203 <br /> <br />Subject: Smith Ditch Project <br /> <br />Dear Bill: <br /> <br />This is in response to several questions you asked over the phone last week: <br /> <br />1) Regarding water rights, Kent Holt with Division 6 of Water Resources has provided <br />this paragraph entitled Hydrology and Water Administration and a tabulation of <br />water rights. <br /> <br />Elkhead Creek - Hydrolooy and Water Administration <br /> <br />The Elkhead Creek drainage near Craig is composed mostly of <br />sagebrush and mountain shrub vegetation on relatively <br />impervious geologic formations. Most of the drainage area lies <br />at an elevation of between 7000-9000 feet with very little high <br />elevation drainage. The runoff from Elkhead Creek occurs in the <br />spring as a result of snowmelt. Peak runoff of 1000-2000 cfs <br />occurs about the 1 st of May in normal years. Rainfall events are <br />normally insignificant. <br /> <br />Water availability on Elkhead Creek for irrigation is generally <br />good through the middle of July when the available water drops <br />to a base flow of less than 5 cfs. There has not been a call on <br />Elkhead Creek in the last 25 years. Because of the small amount <br />of total diversion from the creek and steep slope on the <br />descending limb of the hydrograph, administrative calls will yield <br />very little additional water to senior rights. <br /> <br />2) Enclosed is a letter to the Corps requesting a letter similar to the one of the Cary <br />Ditch Project. <br /> <br />3) We have a verbal commitment from the officers of the Great Northern District that <br />once their district is dissolved, the Smith Ditch Project will receive the residual <br />balance.
