"i <br /> <br />GRAND VALLEY WATER USERS ASSOCIATION <br /> <br />GRAND VALLEY PROJECT, COLORADO <br /> <br />500 South Tenth Street (970) 242-5065 FAX (970) 243-4871 <br />GRAND JUNCTION, COLORADO 81501-3740 <br /> <br />November 8,1996 <br /> <br />RECEIVED <br />NOY ,12 1996 <br /> <br />Colorado Water <br />Conservation Soard <br /> <br />Mr. Chuck Lile, Director <br />Colorado Water Conservation Board <br />721 State Centennial Building <br />1313 Sherman St. <br />Denver, CO 80203 <br /> <br />Subject: Grant Application <br /> <br />Dear Mr. Lile: <br /> <br />The Grand Valley Water Users Association (Association) has been approached by <br />the Bureau of Reclamation working on behalf of the Recovery Program for <br />Endangered Fish of the Upper Colorado River to study and then implement the <br />Grand Valley Water Management Study/Project. <br /> <br />The Association does not embrace the idea of or need to recover these <br />endangered fish species, but understands that such recovery efforts is prescribed <br />by federal law. However, the Association has cooperated, thus far with the Water <br />Management Study. <br /> <br />Funding of future operation and maintenance costs has been a big issue of <br />concern of the Association. Now we understand that the State of Colorado <br />through the possible establishment of a grant or trust fund made by the Colorado <br />Water Conservation Board may be the vehicle for the Association to receive <br />payment of the operation and maintenance costs that are created by operation of <br />the Grand Valley Water Management Project. <br /> <br />The Board of Directors, at their November 7, 1996 board meeting gave approval <br />for the Association to submit a grant application that can be used for funding of <br />said project. By submitting the enclosed grant application, the Association is <br />showing interest in looking at possible ways to implement funding of the proposed <br />project. However, there are many other issues that must be considered as well. <br />Therefore, the Association reserves the right to make the final decision at a later <br />date on signing a contract. <br /> <br />Thank-you for the opportunity to make this application. We look forward to <br />developing a plan that is acceptable to everyone concerned. <br />
