<br />INTRODUCTION <br /> <br />The purpose of this report is to update the feasibility studies for the Plateau Creek <br />Pipeline Replacement Project of the Ute Water Conservancy District (the District) of <br />Grand Junction prior to the disbursement of the remaining funds in the District's 1988 <br />Colorado Water Conservation Board Construction Fund authorization. The last feasibility <br />study for the project was completed in 1991. <br /> <br />This update is based on information obtained from the following sources: <br /> <br />. the Final Environmental Impact Statement (EIS) for the Plateau Creek <br />Replacement Project, Bureau of Land Management, February 1998, <br /> <br />. the Final Biological Opinion for Ute Water/Plateau Creek Pipeline <br />Replacement Project, U.S. Fish and Wildlife Service, February 1998, <br /> <br />. the Official Statement for the District's 1997 Water Revenue Refunding <br />Bonds, Bigelow and Company, May 1997, <br /> <br />. the District's audited financial statements for the years 1995 and 1996 with <br />additional financial information submitted by the District staff to the CWCB <br />staff in April 1998, and <br /> <br />. discussions with the District staff. <br /> <br />Utilizing these existing sources of information, this report was prepared in accordance <br />with the requirements of the Guidelines for Financial Assistance through the Colorado <br />Water Conservation Board Construction Fund. <br /> <br />1 <br />
