<br />DRAFT <br />DECISIONS TO DATE <br />UTE WATER/PLATEAU CREEK PIPELINE PROJECT <br />MAY 9, 1996 <br /> <br />Ob~ectives!Ground Rules: <br /> <br />1... The Group (ute, BLM, FWS, CWCB, CRWCD) will operate <br />according to-the section 7 Agreement. <br /> <br />2. The Group will work together to facilitate the <br />Recovery Program to serve as the RPA for the project <br />through-designation of an existing and/or new-RIPRAP <br />item(s) to offset project depletion impacts. <br /> <br />Impact Analysis: <br /> <br />1. Depletions to the 15-mile reach and net depletions <br />to the basin will both be considered. - <br /> <br />2. The issue of Green Mountain Reservoir "credits" has <br />not been resolved. <br /> <br />3. The issue of what projects, if any, should be <br />removed from the baseline has not been resolved. <br /> <br />4. Depletions which do not violate FWS flow <br />recommendations will not be included in calculation of <br />"make-up" flows. <br /> <br />RPA Alternatives Development: <br /> <br />1. All alternatives must satisfy requirements of <br />Endangered Species Act, Section 7 regulations, and the <br />Section 7 Agreement. <br /> <br />2. All alternatives (alternative RPAs and alternative <br />water supplies) will be considered. <br /> <br />3. Staging (phasing of RPA implementation in line with <br />depletion impact occurrence) will be considered if <br />necessary - and examined for compliance with <br />regulations. <br /> <br />RPA Selection: <br /> <br />1. The Group will develop a process for ranking <br />alternatives and to support its selection of a <br />recommended RPA. <br />
