It was also determined that the BLM would prepare a Notice-of-Availability for the FEIS <br />that would be published in the Federal Register and local newspapers on January 31., Dave <br />Stevens requested that 100 copies of the PElS be initially printed. The PElS will be mailed to <br />those commentors who oppose the project and additional copies will be made available at local <br />libraries, the BLM office, and Ute Water's office. <br /> <br />Related Project Activities <br /> <br />On January 15, 1998, the CDM project team received final comments from BLM to incorporate <br />into the publishing document. This involved incorporation of some modification requests by <br />BLM to the sections dealing with cumulative effects and mitigation and enhancement. GEl <br />produced a final "redline/strikeout" version for final review by all preparers, Ute, and BLM. <br />Modifications to the FEIS based on the review of the "redlinelstrikeout" version were received <br />and incorporated by the end of Wednesday, January 28. The PElS was signed by the State <br />Director of the BLM, Ann Morgan, on January 27, 1998. Except for inclusion of the Final BO, <br />the FEIS is now ready to send to the printer for final publication. The CDM project team was <br />informed on Tuesday (January 27) by Mark Hermundstad that the USFWS wished to insert a <br />clause into the Final BO that effectively would make Ute Water responsible for the Grand Valley <br />Management Project completion by the year 2001. Since this project is unrelated to the Plateau <br />Creek Project and would potentially nullify the current consultation for the pipeline, it was <br />determined that the language is unacceptable. Further discussions between Ute Water, BLM, and <br />USFWS to resolve the Final BO are pending at this time. On Wednesday (January 28), Catherine <br />Robertson, BLM, determined that the FEIS cannot be published until a Final BO has been <br />received from the USFWS. Publication of the FEIS is on hold until this occurs. <br /> <br />GEl has also prepared a draft version of the Record of Decision (ROD). After internal project <br />team review is complete, the ROD will be provided to BLM for review. <br /> <br />Tom Charles (CDM) contacted Ken Jacobson (COE) on Wednesday, January 27 and obtained his <br />verbal comments regarding the final 404 application format. The 404 application modifications <br />will be completed during the week of February I, ~998 and will be sent to Ken for the 404 <br />advertisement and approval process (which will parallel the PElS assuming there are no signifi- <br />cant delays in approval of a Final BO). <br /> <br />0:\8047-1 1 O\MO-RPnPRO 1 98.MEM <br /> <br />CDM Camp Dresser & McKee <br />
