The entire pipeline sizing analysis for a new pipeline appears to be premature until the
questions of basin yield and system yield have been fully addressed and discussed with
the Ute Water Conservancy District.

19. Does the reservoir mass balance in Table V-9 assume constant inflow year-round and
is that a reasonable assumption? I have a number of other questions which I would
like to discuss with the engineer regarding this table.

20. The structural alternatives considered consist of, essentially, a pipeline or a new
equalizing reservoir. The analysis doesn't consider the possibility of a combination of
replacing the Cottonwood Creek Pipeline and of constructing equalizing storage at the
terminus of the raw water system.

Very clearly, there is a significant amount of work which needs to be done before this report
is acceptable as the basis for a recommendation to the Board for additional funding.

cc: Bill Stanton
Mike Serlet
Jack Yates, Town of Palisade
Bill Hamann, WestWater Engineering

-4-
