It was a good discussion. The result was that none of us thought it
worthwhile for the Town to do the work, that it should be contracted.
The thought had been that Jim would work and supervise a crew, work off
the plans, hire extra people would be hired for a brief period -- all this to save
considerable costs.
The reasons none of us thought it worthwhile were:
-Not enough savings at stake. 10-15% is the amount Rick thought was costs
to Contractor beyond materials and equipment costs, which the Town would
have also.
-It looks as though this will be a competitive bid. Alan and Rick have been
receiving calls from Contractors. More bidders should mean less cost.
-With a contractor a completion bond is required. That becomes particularly
important since this is probably a two summer job.
-Insurance, workman's compensation is provided by Contractor. This is
important because if Town hired extra people for limited time the chance of
having a workman's compo claim would considerably go up.
- The Colorado Water Conservation Board said they would listen to a
proposal hut were strongly inclined to want a Contractor.

Worth the discussion but -- end of issue unless someone on Board brings up.

xc: Alan Kock and Jim Beougher
Rick Weaver, Del-Mont
