<br />WHEREAS, the Cottonwood Creek and Rapid Creek waterlines were built in the 19:
<br />and an: near maximum capacity and have deteriorated over the years; and
<br />
<br />WHEREAS, this is the most important source of high quality, clean water in the PaJis;
<br />watershed and to Cabin Raervoir. the largest storage unit of the system; and
<br />
<br />WHEREAS, the Colorado Water Conservation Board has loans available for sucb lyJ
<br />of repairs and 1ft able to make suc:b a loan to the Town of Palisade to be repaid over a period
<br />forty (40) years at four perceD14% interest; and
<br />
<br />WHEREAS, Article X. Section 20(4)(b) of the Colorado Constitution requires t
<br />districts must hIM: VOW approval for creation of a multiple fiscal )'l:IIr debt for which
<br />municipality 1acks adequm: pledaed reserves;
