PE Di,,'clor, CWefl Mr. Jack Garner, Area Manager U.S. Bureau of Reclamation, Eastern Colorado Projects Office 11056 West County Road 18E Loveland, CO 80537-9711 RE: Trinidad Project, 10- Year Review of Operating Principles, Draft Repol1 Dear Mr. Garner: The Colorado Water Conservation Board ("CWCB"), on behalf of Colorado's representatives to the Arkansas River Compact Administration ("AReA"), has reviewed the US Bureau of Reclamation ("Reclamation") draft report entitled "Review of Operating Principles and Project Operations Trinidad Lake Project, Colorado September 1996" as transmitted to us by your letter of August 30, 1996. This letter constitutes the CWCB's comments as you requested in the August 30 letter and your October I, 1996 follow up. The State of Colorado takes the position that the Purgatoire River Water Conservancy District must, in all instances, comply with the current Operating Principles, or the Operating Principles must be amended to recognize practices at variance with them, an9.we feel that this position is consistent with the recommendations set forth in the draft report. We fiildthat Reclamation -has acrdressed each of the concerns raised by the parties during earlier scoping meetings and discussions in a satisfactory manner and, subject to minor qualifications discussed below, look forward to the finalization of the report and prompt implementation of the recommendations contained in it. The methodology used and analysis presented are acceptable to Colorado and provide an adequate and sufficient review of project operations over the 10 year review period (1985-1994). Colorado requests that Reclamation now act expeditiously on each of the requests from the Purgatoire River Water Conservancy District and the City of Trinidad to amend the Operating Principles that are consistent with the findings of your review.
