Re: Construction Fund Loan Application

Dear Mr. Aiello:

It is my understanding that the Purgatoire River Water Conservancy District may wish to
apply for a loan from the CWCB Construction Fund to refinance all or a portion of the
District's outstanding indebtedness to the United States on the Trinidad Reservoir Project.
Enclosed is a Construction Fund loan application which the District should complete and
return to us as quickly as possible in order to be considered for funding at the next
meeting of the Colorado Water Conservation Board which will be held on November 25
and 26 in Denver.

Within the next week, I will prepare a memorandum to our Board outlining the District's
request as well as some background information on the Purgatoire District and the
Trinidad Reservoir Project along with a recommendation as to the financial feasibility of
the loan and a suggested lending rate. To assist me in the preparation of the Board memo,
it would be helpful if the District or the District's consultant could send me the following
types of information:

A statement of the need for a CWCB refinancing loan,

A description of the District including the service area, board of directors, existing
facilities, and sources of revenue,

Any pertinent information on the Trinidad Reservoir Project,

The uses of Trinidad Reservoir water in the District service area and a summary
of the contractual arrangements between the District and the water users,

Copies of the three most recent financial statements of the District, and

Any other information which you feel would be useful and of interest to the Board.
