Main Street
Trinidad, CO 81082

Re: Construction Fund Loan Application

Dear Mr. Aiello:

At the November 1996 meeting of the Colorado Water Conservation Board, the Board was
unable to consider a request for refinancing of the Trinidad Project by the Purgatoire River Water
Conservancy District since an application had not been received prior to the November meeting.
Subsequently, the Construction Fund bill was introduced. in the General Assembly without a
request for the Trinidad Project refinancing.

We have, however, tentatively placed this item on the agenda for consideration by the Board at
the January 1997 Board meeting. All funding requests for the January meeting will be presented
to the Board by the CWCB staff after a thorough review of the application and the feasibility of
each proposed project by the staff.

Please be advised that as of today we have not received a signed application from the Purgatoire
River Water Conservancy District for a Construction Fund loan for refinancing of the Trinidad
Project nor any of the information requested in Bill Green's letters to you of October 28, 1996
and November 29, 1996.

Our staff analysis and memorandum to the Board on this funding request must be mailed no later
than January 21 for consideration at the January 29 and 30 Board meeting. We will need a
minimum of one week to prepare this memorandum to 'the Board and to send a draft of the
memorandum to you for your review.
