Box 370 <br />Mesa, CO 81643 <br /> <br />Re: Robbins Reservoir Feasibility Study <br /> <br />Dear Mr. Martin: <br /> <br />I am writing in response to your letter of October 3rd to John Van Sciver and Landmark <br />Engineering's scope of services dated October 16 for the Robbins Reservoir Feasibility <br />Study. <br /> <br />With regard to the scope of services, we would like to make the following suggestions: <br /> <br />1. An introductory paragraph giving a description of the project, project purpose, and <br />general location would be helpful. <br /> <br />2. Each of the bullet items in the scope of work could use a sentence or two of <br />description as to what that particular task involves. For example, the "Project Sponsor" <br />bullet should include a listing of the items regarding the project sponsor to be described in <br />the report. <br /> <br />3. It's not clear whether "Water Rights and Water Storage Requirements" includes an <br />estimate of the physical and legal availability of water for the project as well as project <br />yield. Both are needed for a determination of feasibility. <br /> <br />4. The scope of services does not include a ta'sk for the institutional aspects of project <br />implementation such as permits, any necessary court actions, contracts or agreements with <br />other entities. <br /> <br />If Landmark Engineering has not done so, it may be worthwhile for them to review <br />Chapters 2.0 and 4.0 of the Guidelines for Financial Assistance through the Colorado <br />Water Conservation Board Construction Fund to be sure they are familiar with the <br />
