Lile, P.E. <br />rnreclor, CWCB <br /> <br />TO: <br /> <br />DATE: <br /> <br />SUBJECT: <br /> <br />Morrison Project Meeting <br /> <br />I met this morning at the Morrison Town Hall with Mary Poe, the Mayor, Rolf Paul and Dick Scott of <br />the Town Board, and with Bruce Buttner and Alan Leak of WRC Engineering regarding the Morrison <br />project. <br /> <br />I suggested that, regarding feasibility, the Town consider making two submittals to correspond with the <br />two phases of the project: (1) a final feasibility study for Phase 1 (as approved by the Board last <br />November for the new diversion structure, grit chamber, pump station and pipeline) and (2) a second <br />submittal later this year or next for Phase 2 involving a new reservoir. <br /> <br />In addition to the information already submitted to us last fall by WRC, the first submittal should include <br />permitting and water rights considerations for the new diversion structure, detailed financial analyses <br />showing how the Town will repay a $504,000 loan, and at least an indication that they are making some <br />progress with the questions of water conservation and metering. <br /> <br />The Town has filed with the water court for a 'change in their point of diversion and will be contacting <br />the Corps of Engineers soon regarding the 404 permitting process. WRC is intending to submit a <br />revised feasibility study next month so that we can go to the Board with a fmal recommendation for the <br />Phase 1 project in July of this year. They are considering starting design soon and construction late this <br />fall for Phase 1. I suggested WRC contact Mike Serlet before beginning design. . <br /> <br />There was a fair amount of discussion about reading the existing water meters and water rates. It was <br />suggested that the Town begin reading the meters several times each year to collect a data base on water <br />use by customer categories for a possible rate design in the future. I indicated that the Board would . <br />probably consider that as satisfactory progress in addressing these questions. <br /> <br />For Phase 2 of the project, I suggested that the feasibility study would have to address all of the issues <br />raised in my memo to the Board of October 21, 1994.
