P.E, <br />DireCTor. ewee <br /> <br />TO: <br /> <br />Colorado Water Conservation Board Members <br /> <br />Bill Green, P.E~ <br />Project Planning and Construction <br /> <br />FROM: <br /> <br />DATE: <br /> <br />April 29, 1998 <br /> <br />SUBJECT: <br /> <br />Agenda Item 19, May 11-12, 1998 Board Meeting - Status Report on <br />CWCB/Colorado Division of Wildlife Feasibility Study and MOU <br /> <br />.e <br /> <br />Background <br />At the March 1998 Board meeting, the Board authorized the Acting Director to sign the <br />Memorandum of Understanding with the Colorado Division of Wildlife (CDOW) for <br />CWCB participation in the first increment (Phase I) of a Native Aquatic Species <br />Recovery Facility near Alamosa at such time as all feasibility investigations have been <br />completed to his satisfaction. <br /> <br />Feasibility Study <br />CWCB staff has prepared the first draft of a feasibility report for the facility. The <br />feasibility study is based primarily on available information from a conceptual design <br />report that was submitted to the CD OW in 1993 by the consulting firm of FishPro of Port <br />Orchard, Washington. <br /> <br />Recent discussions with CDOW staffhave indicated that the design concept will <br />probably change in the next few weeks when the consultant begins the design work for <br />the facility. Changes in the design will almost certainly change the 19'93 cost estimate. In <br />addition, there may be a number of additional costs, such as the construction of new wells <br />for the facility, which were not included in the 1993 report. CD OW has compiled a list of <br />species proposed for rearing in the Phase I facility. <br /> <br />e <br /> <br />Funding <br />Total funding that CDOW expects to have available this year will amount to about $2.35 <br />million. With a 40 percent match by Construction Fund, Fish and Wildlife Resources <br />Account funds, the total amount available for Phase I development would amount to <br />about $3.92 million. Subtracting the $1.10 million cost of property acquisition leaves <br />about $2.82 million at the present time for design and construction. The 1993 cost <br />estimate for design and construction was $3.52 million. <br />
