In the 1997 Construction Fund bill, the General Assembly approved a grant of
up to $2.0 million as recommended by the CWCB on the condition that the CDOW
submit a detailed proposal for the facility.

The proposed site for the facility, Chiles Fanns, is located in the San Luis Valley about
two miles west of Alamosa. The property includes 760 acres of land and several deep
wells drawing warm water from the confined aquifer. The availability of warm
groundwater will substantially reduce long-term operating expenses and is one of the
most attractive features of this property in view of the design requirements for the NASF.
