Lile, P.E. <br />Director, CWCB <br /> <br />FROM: John Van Sciver <CfWu:S <br /> <br />DATE: October 17, 1994 <br /> <br />SUBJECT: Agenda Item 29r., November 3-4, 19943, Board Meeting-- <br />City of Fort Lupton <br />Approval of a Construction Fund Loan to construct four new wells. <br /> <br />BACKGROUND <br /> <br />The City of Fort Lupton (located in southern Weld County), has submitted an application for <br />a loan to construct 4 new wells. Two of the wells would serve residential, industrial, and <br />commercial users, and two of the wells would be for irrigation of city parks. The project would <br />include all pipe, valves and fittings necessary to connect the new wells to the existing <br />distribution and irrigation systems. <br /> <br />The City has requested a loan in the amount of $750,000 (98 % of the estimated total project cost <br />of $760,000). However, they do understand that CWCB Guidelines would allow for a loan of <br />$570,000 (75% of the estimated total project cost.) <br /> <br />The Town hired Lee Robins of Black and Veatch Consultants to evaluate alternatives for <br />increasing the City's near term water supply, and to perform a feasibility study. That study is <br />currently underway, with substantial completion expected by November, 1994. <br /> <br />DISCUSSION <br /> <br />The feasibility study is in progress at this time. Approval of funding should be contingent upon <br />a finding that the selected alternative is feasible. <br /> <br />The project is needed to meet summertime water demands in 1995, prior to the time that the <br />southern pipeline can be completed. The City currently has a contract with the CWCB in <br />amount of $4,233,000 (loans terms: 40 years at 2 %) and is participating in the southern pipeline <br />project. <br />
