There does appear to be some misunderstanding as <br />to the nature of the well facilities that the City has and are proposed. <br />The wells Fort Lupton currently operates were designed to pump 750 to <br />1,300 gallons per minute at 220 feet of head and have 75 to 100 <br />horsepower motors. These are not small irrigation wells but rather high <br />capacity municipal water wells. The new wells the City proposes to <br />drill will be of a nature very similiar to that of its existing <br />facilities. The costs in the study reflect facilities of this size and <br />are based on quotes from contractors and suppliers and on actual costs <br />the City has incurred with its well facilities during the past four to <br />five years. <br /> <br />Please note that the enclosed report does not include a section on <br />financial feasibility. This section has not been ignored, but rather, <br />the City does not yet wish to expend the time and effort to reexamine <br />the overall picture of its water enterprise and debt repayment <br />requirements until the final financial details of its $11.5 million loan <br />from the Rural Economic and Community Development Agency (RECD), <br />formerly the Farmers Home Administration, are known. As you are aware, <br />the federal government has just approved a $7.5 million grant and $11.5 <br />loan to Fort Lupton for the Southern Water Supply Project and interest <br />terms and interim financing requirements are not yet finalized. Once <br />these details are known, the City will be undertaking a detailed <br />analysis of its water enterprise to confirm the adequacy of its water <br />rates and tap fees. New wells will be included in that analysis. The <br />City will also soon be imposing impact fees on new development to cover <br />water, wastewater, and storm water facilities impacts caused by new <br />development in Fort Lupton. <br /> <br />As Bernadette Kimmey has discussed with you, the City will be proceeding <br />with this project soon, before funding actually becomes available from <br />CWCB, because the wells are required before the summer of 1995 begins. <br />Fort Lupton will be asking CWCB to refinance the project after it is <br />complete. There is a possibility that the wells will not be <br />constructed, depending upon the success of other actions the City is <br />currently pursuing. These actions are described in the report. At this <br />point in time, the City wishes to keep all of its options open until the <br />success of these other actions are known. <br />
