MEMORANDUM

TO: The DeWeese-Dye Ditch and Reservoir Co. File

FROM: Bill Green

DATE: August 22, 1996

SUBJECT: DeWeese-Dye Board Meeting

I met last night (August 21) with the board of the DeWeese-Dye Ditch and Reservoir Company
and with Mike Graber of the Division 2 Engineer's Office and Brian Johnson of GEl Consultants
to discuss the rehabilitation project for the DeWeese Dam. We discussed the alternatives for the
project including the no-action alternative. Mike Graber pointed out the implications of not doing
the repair work such as a storage restriction and the potential loss of water rights in the long run.

I discussed the need for a feasibility study before we could make a recommendation for a
Construction Fund loan to our Board. We also reviewed the Construction Fund process.

I indicated that, if they desire to continue with the feasibility work, we would make a
recommendation to our Board for a feasibility study loan of$17,450. This, along with the $5,000
Small Dam Site grant the company has already received, would represent 50 percent funding of
the total feasibility costs which GEl estimates at $44,900 for the concrete coring investigations
and the feasibility report. I also suggested that we could present the request to the Board in
November if they want to continue with the feasibility work this year.

The majority of the company Board members present seemed to be in favor of continuing the
feasibility work this year and of going to the Board in November for the feasibility study loan.
They will meet again next week to decide.

cc: Section B Staff
