Study Goals, Objectives, End Product <br /> <br />A. Goals: <br /> <br />1. To provide technical information necessary to support the <br />administrative process outlined in the March 1993 MOU and the July <br />(scheduled) 1994 MOU. <br /> <br />. <br /> <br />2. <br /> <br />To develop and present an Operation and Management Plan for the <br />Yarnpa River which facilitates existing and future consumptive water <br />uses while minimizing impacts on flows necessary to recover the <br />endangered fish and provides flow enhancement utilizing a portion of <br />the proposed enlargement pool in Elkhead Reservoir. <br /> <br />3. To begin the permitting and NEPA scoping process for the <br />enlargement of Elkhead Reservoir. <br /> <br />4. Initiation by the u.S. Fish and Wildlife Service of the Section 7 <br />consultation on the Yarnpa River Operation and Management Plan <br />including' the enlargement of Elkhead Reservoir. <br /> <br />B. Objectives: <br /> <br />1. Support the evaluation and endorsement of the conditions contained <br />in the July 1994 MOU between the Colorado Water Conservation <br />Board and the Colorado River Water Conservation District by the <br />Recovery Program and the u.S. Department of Interior. <br /> <br />2. <br /> <br />Develop the Yarnpa River Basin Operation and Management Plan to <br />facilitate continuation of existing and development of limited future <br />consumptive water uses in the Yarnpa River Basin by minimizing <br /> <br />. <br />
