<br />Sv-e- <br /> <br />-r;>.... <br /> <br />'. <br /> <br />,1- , <br /> <br />l/ <br /> <br />MEMORANDUM <br /> <br />J <br />0'(\\ / .d\-'2 <br />'(J /' (j" <br />/:--\ ~ /' <br />r V \)~ <br /> <br /> <br />TO: Ray Tenney <br />FROM: Chuck Brendecke, Hydrosphere <br />SUBJECT: Summary of September 26 TSG Meeting <br />DATE: September 29, 1994 <br />cc: Technical Steering Group <br /> <br />The Technical Steering Group (TSG) for the Yampa River Basin Recommended Development <br />Alternative Detailed Feasibility Study ("Feasibility Study") met at the CWCB on September 26, 1994, <br />beginning at 9 a.m, In attendance were Ray Tenney, Robert Wigington, Bob Norman, SueUppendahl, <br />George Smith, Gene Jencsok, Bob Weaver, Ed Armbruster and Chuck Brendecke. <br /> <br />The meeting agenda included an update on the progress of diversion structure evaluations, <br />discussion of the preliminary draft project report, and schedule for the review and comment process <br />leading to completion of the final report. These discussions are summarized below. <br /> <br />Diversion Structure Evaluation <br /> <br />Chuck reported that aerial and field reconnaissance of Yampa River mainstem diversions was <br />completed in early August. Based on this reconnaissance and the extremely low flow conditions this <br />year, Hydrosphere recommended obtaining detailed site surveys of the Patrick Sweeney and Maybell <br />diversions. These surveys have been scheduled for October 10-12. <br /> <br />Discussion of diversion structures digressed to a discussion of flow support operations and the <br />most desirable temporal pattern of such releases. Apparently there is some disagreement among <br />researchers and regulators within the Service as to when the endangered fishes migrate to their <br />wintering areas; some researchers have asserted this migration is complete by the end of July while <br />others believe it may continue through September. <br /> <br />The reconnaissance evaluation and survey results will be described in a separate report from the <br />overall Feasibility Study Report. <br /> <br />Review of Preliminary Draft <br /> <br />A preliminary draft report was circulated to a subset of the TSG for their review. Discussion of <br />the preliminary draft centered on four basic themes: 1) the status of the preliminary flow <br />recommendations at Maybell, 2) the presentation and description of modeling assumptions and results, <br />3) general comments on the proposed structure of the final report, and 4) the treatment of project <br />financing in the final project report. <br /> <br />George indicated that the preliminary flow recommendations at Maybell were still under review <br />by the Service. He further clarified that the September recommendation was 91 cfs with a caveat that <br />this was based on "worst-case" assumptions; the desired flow level in September was 200 cfs. <br /> <br />Hydrosphere Resource Consultants, 1002 Walnut Suite 200.
