<br />;~ <br /> <br />... <br /> <br />MEMORANDUM <br /> <br />TO: The Town of Johnstown File <br /> <br />FROM: Bill Green <br /> <br />DATE: July 5, 1996 <br /> <br />SUBJECT: Johnstown Project Meeting at PRC <br /> <br />Linda Bassi and I met today with Ed Hill the Town Manager of Johnstown and John Burgeson of <br />PRC Environmental Management at Burgeson's office to discuss the Johnstown project, <br />feasibility study and contracting. They indicated some surprise at receiving our letter of June 18th <br />regarding the feasibility study. They were not aware that a feasibility report was required prior to <br />contracting??? <br /> <br />They showed us several documents which have been done over the last ten or so years including <br />a water system master plan for the Town by PRC in 1984 in which they considered alternatives to <br />the pipeline project. They were not originally intending to go to construction for two more years <br />but the Town has experienced significant growth recently. The Golden Technology plant is <br />expanding. One of the Board's concerns was the viability of this plant. <br /> <br />It looks as if total development costs for the pipeline project (planning, design, construction, etc.) <br />may amount to about $2.8 million. I suggested that the feasibility report tabulate all costs to date <br />and we could see where we are with 75-percent funding of project costs. The Town would like <br />to draw the maximum amount from the CWCB authorization. <br /> <br />The Town is also intending to do some sediment removal from the raw water reservoir next year <br />at a possible cost of $500,000. Some of their $1.6 million bond funding from the Water & Power <br />authority might be used for this project. <br /> <br />I suggested we would like copies of all planning documents to date for the project. I also <br />suggested that they could use the completed work, to the maximum extent possible, in responding <br />to our letter of June 18th. The format for the submittal might be a set of responses to our <br />comments in the letter with previous reports attached as documentation. We will then review for <br />adequacy. <br /> <br />Linda is preparing a draft contract which she will send to the Town's attorney. We will contract <br />with the Town and with the water and sewer enterprise. As security for the loan the Town is <br />proposing water system revenues and a secured interest account with one year of debt service. <br />
