Box 306 <br />Johnstown Colorado 80534 <br /> <br />~~6 <br /> <br />Re: Pipeline and Pump Station Project <br /> <br />Dear Ed: <br /> <br />Please be advised that as of today we have not received any of the information relating to the <br />feasibility of the pipeline and pump station project as discussed at our meeting with you and John <br />Burgeson on July 5th. The feasibility study must be submitted and approved before we can enter <br />into a contract and disburse funds for the project. The feasibility review and approval process <br />could take several weeks and we would like to be able move forward with this as soon as possible <br />to avoid any potential delays to the project. <br /> <br />Mike Serlet informed me that you may want to undertake the raw water reservoir rehabilitation <br />project with a portion of your $2,542,500 Construction Fund authorization. The authorizing <br />language in the 1994 Construction Fund legislation describes the project as the "Johnstown <br />Pipeline" . <br /> <br />We would therefore have to request approval from our Board and an amendment (change in <br />wording). in the authorization from the General Assembly in the 1997 Session, which begins in <br />January, in order to include the reservoir. The request to our Board must be made no later than <br />November of this year. <br /> <br />A feasibility analysis would also be needed for the reservoir project and could be submitted as part <br />of the pipeline and pump station report or as a separate document. In either case, the time frame <br />is very tight since feasibility studies are generally required to be submitted by August 31 of the <br />year in which a request is made to the Board. <br /> <br />1 <br />
