We understand that <br />you need a letter explaining the status of this project, the work completed during the last <br />year and our desire to have this project remain on the list of projects authorized for loan <br />assistance from the Colorado Water Conservation Board. <br /> <br />As Doug Laiho mentioned to you on Friday, the project has made a significant amount of <br />progress since last year's status letter to Bill Stanton, dated November 9, 1998. That <br />letter also provides a historical summary of the project. <br /> <br />In summary, it is the intent of the City of Craig to continue to diligently pursue the <br />acquisition of Elkhead Dam/Reservoir and its rehabilitation (without an increase in <br />storage at this time) at least through the preliminary engineering stage. This should <br />provide us with current information on the project costs and other factors needed to <br />decide the project's future for the City's best interests. Since this time last year the <br />following items have been accomplished: <br /> <br />. The rehabilitation hydrology report was submitted during January of 1999. <br />. The hydrology report was approved by the SEO with minor revisions on March 4, 1999 <br />(a final composite copy with approval documentation was provided to your office). <br />. A meeting between Craig and the DOW was held on January 29 in Glenwood <br />Springs to discuss the project status in respect to the "Exchange Agreement." It was <br />agreed that there was mutual interest to continue, and that there was a need to <br />update the Agreement at least in respect to the implementation schedule (refer to <br />your copy of the July letter summarizing this meeting and the commencement of <br />preliminary design). <br />. Several telephone conversations and meetings were held with the "Yampa <br />Participants" (the other project water rights owners) to verify their continued interest <br />and desire for involvement in the rehabilitation project. <br />
