While it is clear that the signatories comprise the borrower in this case, the second and third <br />aspects of the attorney opinion letter still apply to this situation, specifically the findings that no state law <br />prevent the borrowers from entering into the contract and that the amendment will bind the borrower. <br />The State Controller's Office requires this opinion letter, so I am not at liberty to delete this provision. <br /> <br />As soon as the signed contract documents are returned, it takes approximately five to ten working days <br />for the State to execute the c~ntract, at which time the additional loan funds will be available.
