Need for the Project

BFWD own in their wells what is considered a very junior water
right. There are numerous downstream ditches, a reservoir, and
the Interstate Compact with Nebraska which all have senior water
rights to the BFWD wells. Some of these rights are more than 50
years senior to their wells. BFWD has some ties to ditch and
reservoir waters but for some of the wells the only source of
water on the farm is the well. Having wells for irrigation
requires that the depletions from~he pumping of the BFWD wells
be replaced during times when there is a "call" on the river by a
senior downstream water right. LW~ has successfully been used for
the past 2 years to cover the depletions on these wells. BFWD has
been very dependent on LWU to cover their depletions. BFWD with
their 11 wells produce approximately 560 acre-feet of summer time
depletions and approximately 240 acre-feet of winter time
depletions. Projected 2004 depletions provided by the LWU can be
found in Appendix A.

BFWD wants to develop a recharge system that will generate
augmentation water to be used to offset the depletions caused by
their 11 wells. By generating their own augmentation BFWD can
strengthen their own coverage and "help strengthen the overall LWU
augmentation plan.

Feasibility Study
Buffalo Farms
Augmentation Project
August 2004

2
