Project Description and Alternatives

The purpose of this project is to provide a means for the Glenwood Irrigation Company to
continue delivery of irrigation water to shareholders while minimizing the possibility of a future
failure of their siphon. Two alternatives were considered:

1. Continue irrigation as before with annual repair.
2. Replace the entire pipeline in three phases over a 10-year period with the first phase being
the downstream 1200 feet of the total 3200 feet.

Alternative No.1, Continue irrigation as before was considered unacceptable because the
present pipe is in such poor condition that failure could affect 750 acres of irrigated land.

The selected alternative, Alternative No.2, Replace the lower 1200 feet of the pipe now with
the remaining 1800 feet to be replaced in two additional phases (800 feet and 1200 feet) over
the next 1 a-years, was chosen because the present section has the worst deterioration. Failure
at this time would make delivering water to the down stream users impossible.

This project would involve removing the lower 1200 feet of existing 42" steel pipe and replacing
it with a new HDPE pipe of the same interior diameter. The estimate cost would provide for the
replacement of the lower 2000 feet if it was determined at the time of construction that the 800
foot buried section was also failing. Also in the process of replacing the old exposed steel pipe
the new pipe would be buried protecting it from the elements. This pipe is designed to carry the
GIC 48 cfs from the Roaring Fork River and will have a normal life expectancy of 50-100 years.

The Glenwood Springs Field Office of the Natural Resources Conservation Service (NRCS)
along with Schmueser Gordon Meyer Engineers and Surveyors has prepared a Preliminary
Engineering Report and a cost estimate for the structure of the project. The report and cost
estimate are included in Appendix D. The estimated cost of the full project is $514,250. The
cost breakdown is summarized in Table 1.

Table 1.
