<br />Implementation Schedule <br /> <br />Construction will begin as soon as weather and ground conditions permit in the spring of 2004. <br />It will be necessary to have the ability to deliver water to the plant site by June 2004. Plant <br />startup is scheduled for the third quarter, 2004. <br /> <br />Permitting <br /> <br />All easements and rights of way have been arranged for. A portion of the raw water pipeline <br />crosses BLM, requiring a right-of-way permit, which has been granted. The intake and dam <br />require US Army Corps of Engineers permit, which has been granted. The Delta County <br />Department of Planning has issued a Specific Development Permit. The Colorado Department <br />of Public Health and Environment is currently reviewing the USCDWUA application for a <br />Waterworks Construction Permit. The permit is expected to be issued in March, 2003. Copies <br />of these approvals are included in Appendix F. <br /> <br />Institutional Considerations <br /> <br />Entities that are, or may be, involved in the design, construction, and financing of the project <br />include: <br /> <br />USCDWUA; financing and project management. <br />Colorado Department of Public Health and Environment; design review and <br />permitting. <br />Colorado Water Conservation Board (CWCB); financing and construction, <br /> <br />The USCDWUA will be the lead for the financing, design, and construction of the project and will <br />be the entity entering into contracts and agreements with the various entities for the services <br />provided by each. <br /> <br />Financial Analysis <br /> <br />Table 2.
