<br />Feasibility Study - USCDWUA <br />Spaulding Peak Treatment Plant <br /> <br />Introduction (Need for the Project) <br /> <br />The Upper Surface Creek Domestic Water Users Association (USCDWUA) is a rural domestic <br />water provider. It is registered with the Colorado Department of Health and Environment as a <br />public water supply under PWSID C00115784. Since the formation of USCDWUA in 1955, <br />collection and treatment of raw water has been through facilities that are jointly owned by <br />USCDWUA and the Town of Cedaredge. USCDWUA is a one-fifth owner. Growth in the <br />USCDWUA service area has caused a demand for water that is now two-fifths of system capacity, <br />USCDWUA has been unable to acquire more plant capacity from the Town. USCDWUA has <br />decided, by a vote of the Association shareholders, to construct a new treatment plant and raw <br />water collection system, and separate from the Town of Cedaredge. <br /> <br />Project Sponsor <br /> <br />USCDWUA is a non-profit corporation registered in the State of Colorado. There are 763 <br />shareholders owning 857 shares of stock. Each share represents a domestic water tap. <br />USCDWUA has the power to set monthly assessments to be paid by the shareholders, the <br />power to cut off water deliveries to shareholders that fail to pay their assessments, and the <br />power to set the price of a membership, if ratified by the members, The USCDWUA <br />Articles of Incorporation and By-Laws are included in Appendix A. <br /> <br />Project Service Area and Facilities <br /> <br />USCDWUA provides domestic water to a 40 square mile service area in Delta County. The new <br />intake for the USCDWUA treatment plant is located northeast of the Town of Cedaredge, on <br />Surface Creek. The intake incorporates trash racks, and a self-cleaning fine screen. A <br />concrete sedimentation basin is designed to provide settling time for the removal of sand, grit, <br />and heavier silt. The raw water pipeline will extend southwest approximately 3000 feet to the <br />new treatment plant. The new treatment plant will employ membrane filtration technology to <br />assure removal of harmful organisms such as bacteria, Giardia, and Cryptospordium. <br />Pretreatment of the raw water with Chlorine Dioxide will improve taste and odor, and reduce the <br />formation of carcinogenic compounds often association with plain chlorination. From the <br />treatment plant, treated water will flow 2800 feet to a storage tank a the head of the USCDWUA <br />distribution system. The distribution systems consists of about 100 miles of pipeline, three <br />storage tanks, 40 pressure regulating stations, and 50 fire hydrants. Customers are rural <br />residential, consisting of farms and ranches, and a few subdivisions of 20 lots or less, In <br />addition to domestic, the water is used for livestock watering, fruit processing, and dairying. A <br />Service Area Map is provided in Appendix B. <br /> <br />Hydrology and Water Rights <br /> <br />The source of water for USCDWUA is a direct flow water right of 0,5 cfs in Surface Creek <br />(attributable to 10 shares of the Alfalfa Ditch), and stored water in numerous reservoirs that <br />drain into Surface Creek. The direct flow right owned by the Alfalfa Ditch is for 20 cfs and is a <br />No. 1 decree with an appropriation date of December 17, 1881, and an adjudication date of <br />June 17, 1889. USCDWUA also owns 16 shares of Surface Creek Ditch and Reservoir Co., 41 <br />shares of Leon Lake Ditch and Reservoir Co" 43 shares of Cedar Mesa Ditch and Reservoir <br /> <br />6 <br />
