Conclusions

1. The USCDWUA is an incorporated entity in the State of Colorado with the ability to enter into
a contract with the CWCS for the purpose of obtaining a Construction Fund loan.

2, Rights-of Way easements are adequate for the construction of this project.

3. The project would provide for the continued delivery of domestic water to share holders.

4. The total estimated cost of the project is $1,32 million and this will be financed, in part, by in-
house financing and in-kind services. The USCDWUA is applying for a $162,800 loan from
the CWCS Construction Fund for 90% of the amount of the raw water delivery portion of the
treatment plant project.

5, USCDWUA is eligible for a loan from the CWCS Construction Fund because the project is
necessary to assure the company's capacity to serve present and future demands for safe,
reliable drinking water. The need for the project is not due to any negligence or poor
planning on the part of USCDWUA.
6. The project is technically and financially feasible.

11
