Build a new treatment plant using existing raw water collection system. <br />4. Build a new treatment plant and new raw water intake and pipeline. <br /> <br />Alternative No.1, No action alternative, was considered unacceptable because USCDWUA <br />water demand exceeds its allowable capacity in the jointly owned system. <br /> <br />Alternative No.2, Purchase additional capacity, was attempted, but failed because the Town of <br />Cedaredge was not willing to sell any more capacity in the jointly owned system. <br /> <br />Alternative No.3, New Treatment plant with existing raw water system, would not solve the <br />problem, because the existing raw water collection system is the chief bottleneck that defines the <br />total capacity of the jointly-owned system. The Town of Cedaredge is unwilling to sell any more <br />capacity in the raw water collection system. A capacity upgrade to satisfy the needs of USCDWUA <br />is expected to be costly, and would still involve the cooperation of the Town. <br /> <br />Alternative No.4, New Treatment plant with new raw water system, was selected, since it is <br />considered to have the greatest long-term benefit to the Association. <br /> <br />The selected alternative, Alternative No.4, involves construction of a rock diversion structure in <br />Surface Creek, a concrete pipeline intake, followed by screening and sedimentation structures. The <br />intake incorporates trash racks, and a self-cleaning fine screen. A concrete sedimentation basin is <br />designed to provide settling time for the removal of sand, grit, and heavier silt. After sedimentation, <br />the raw water flows 3,000 feet through a 15-inch diameter PVC pipe to reach the proposed <br />treatment plant. The raw water intake and approximately 2/3 of the pipeline will be located on <br />easements that have been acquired and recorded. The remainder of the pipeline and the treatment <br />plant itself will be located on property owned by USCDWUA. Access to the plant and intake is by a <br />combination of access easements and roads on USCDWUA property. <br /> <br />The water treatment plant project has a 20-year planning horizon (2024), but can accommodate a <br />future expansion. The proposed intake and raw water pipeline is sized to handle both initial <br />construction and future expansion to approximately the year (2040.) <br /> <br />The Total Project cost is estimated to be: <br /> <br />TOTAL <br /> <br />$ 167,400 <br />12,800 <br />$ 180,200 <br /> <br />1. <br />2. <br /> <br />Construction & Contingency <br />Engineering Fees <br /> <br />The design is complete and USCDWUA anticipates resuming construction in Spring 2004. The <br />intent is to be able to deliver water to the plant site by June 2004, with treatment plant startup in the <br />third quarter of 2004. All easements and rights of way have been arranged for. A portion of the <br />raw water pipeline crosses BLM, requiring a right-of-way permit, which has been granted. The <br />intake and dam requires a US Army Corps of Engineers permit, which has been granted. The Delta <br />County Department of Planning has issued a Specific Development Permit. The Colorado <br />Department of Public Health and Environment is currently reviewing the USCDWUA application for <br />a Waterworks Construction Permit. The permit is expected to be issued in March 2004. A Div. 4 <br />Water Court decree has been obtained for a change in point of diversion (Case No. 03CW051, <br />approved 9/4/03). <br /> <br />Page 3 of 7 <br />
