The loan is to construct a system of recharge ponds and
wells to replace out-of-priority irrigation well depletions.

The Board approved a Small Project Loan from the Construction Fund in a maximum amount of
$414,000. The loan terms are 2.50 % for 20 years. I have attached a copy of the updated Board
memo that includes a section "Action taken by the CWCB on November 26, 2002."

When the Board approves a Small Project Loan there remain several conditions:

a) A Feasibility Study is required. No further action is required on your part. Bruce
Johnson has reviewed the study titled "Feasibility of Construction of the Stromberger
Land & Cattle Company Recharge Project." The report, in combination with the
CWCB board memo dated November 15, 2002 meets the requirements of the CWCB
Construction Fund Guidelines for feasibility studies. Please continue to work with
Bruce Johnson on submittal of remaining follow-up items such as copies of the
approved well permits, letters of clearance from the Corps of Engineers, and copies of
project easements.

b) An approved contract must be in place before funds can be advanced. Jan lllian will
place this project on our contracting "hot list" has initiated the loan contracting process.
Once th€ contract is finalized you may request loan funds to cover eligible project
expenses.
