<br />High Line Canal Company <br />September 6, 2005 (Revised September 19, 2005) <br />Page 2 of4 <br /> <br />Agenda Item 12c <br /> <br />The siphon was designed in 1918 and construction is assumed to have occurred shortly thereafter. <br />Currently the siphon is protected by a trash rack system that consists of six large drill rods situated <br />at the entrance to the siphon. Trash is routinely removed from the inlet and on occasion causes <br />complete blockage. The pipeline is 300 feet long with approximately 150 feet of it installed below <br />bedrock. <br /> <br />Feasibility Study <br /> <br />The feasibility study was prepared by members of the design team. The team consists of Gary <br />Lake, PE, of Lake Engineering Consultants, Inc.; Brice Boesch, PE, of Boesch-Fisher Engineering, <br />Inc.; Gerald Knudsen, PE, of Knudsen Engineering. In addition, financial information was provided <br />by Dan Henrich, Company Superintendent and Dennis Tabor of Tabor Accounting. The study was <br />prepared as required by the CWCB guidelines and includes preliminary engineering design and <br />cost estimates prepared by Lake Engineering Consultants. <br /> <br />The Hiah Line Canal Company <br /> <br />The Company is a non-profit mutual ditch company registered in the State of Colorado. The <br />Company was incorporated in 1889. The Company consists of 230 shareholders and has a total of <br />2,250 shares of stock. Shares are owned by agricultural land owners; however, the Town of <br />Manzanola owns 4 shares (<1 %) of stock and currently leases the water to a local rancher. <br />According to the Company's Bylaws, the Company has the power to make assessments and sell <br />stock owned by a delinquent stockholder for the purpose of paying such delinquent assessments. <br />Some individual shareholders have leased water to Aurora, Colorado during the last couple years. <br />This activity has occurred with Company support. <br /> <br />Water Riahts <br /> <br />The Company has decreed surface water rights of 501 cfs at the diversion structure on the south <br />bank of the Arkansas River. The average annual amount of irrigation water delivered through the <br />Canal system is 100,000 acre-feet. The pipeline was inspected in 1999 and the results indicated the wood stave pipe has <br />deteriorated and most of the wood is missing. In addition, several areas are showing significant <br />spalling and exposed rebar from the deteriorated concrete encasement. There are several cracks in <br />the encasement and wet ground was observed near the pipe alignment that could have resulted <br />
