Respectfully submitted,

Having completed my first year as Manager of North Poudre Irrigation
Company, I have to say it was very interesting and busy. I had the
opportunity to meet some of you and others I still look forward to meeting.
Let me tell you some of the things that were accomplished over the past
year by the employees of the company.
. Installed 1800 feet of 54 inch & 48 inch diameter concrete pipeline to
replace open ditch on the Buckeye Main.
. An estimated 2500 tons of rock riprap was hauled and placed on the
ditch bank and shoreline for stabilization.
. Hired two new ditch riders who did an excellent job in delivering
water this past season.
· Cleared brush and debris from dam faces in compliance with State
request. Fossil Creek Reservoir only one remaining to be cleared.
. Replaced 14 concrete panels and a portion of a tunnel floor on the
Monroe as part of our maintenance agreement.
. Numerous structures were replaced or repaired to facilitate the
delivery of water during the water season.
· The rehabilitation of Indian Creek Reservoir was started in the fall
after water season.
. Five reservoirs are empty at the present time to allow for repairs and
or inspections.
. Negotiated a new lease for Fossil Creek Reservoir with the City of
Fort Collins for a term of 19 years with reviews every 5 years.
. Improved the weed control program through by hiring full time
employee whose primary responsibility is spraying and mowing
weeds. I have received real positive feedback on his efforts and the
improvement over previous years.
I believe one of the immediate challenges facing this Company in the
near future is the way we transition our thinking and actions from an
organization that at one time was primarily agricultural based to one that
is very much more diverse today. We have in terms of share ownership a
mix of approximately 60% domestic water interests and the balance of
40% as agriculture and small tract interests. This change has resulted in
water use patterns being modified which has had an effect on our delivery
efficiencies and volumes. To a large extent I have found the stockholders
to be very adaptable and understanding in regards to these changes. This
was best demonstrated by the way the stockholders in the north end of
the system cooperated with the company and each other this past year to
avoid having to go to proration.
This coming year we will be replacing a number of structures that are
at risk of failure. I believe the Halligan enlargement issue will pick up
increased interest. The 2002-year will be a transition year for the Fossil
Creek Reservoir as the City of fort Collins begins preparing the area for
their use.

The year 2001 has been quite a year. This country elected a president
who did not receive a majority of the popular vote. By the end of the year
our homeland had been attacked by terrorists. We were at war and the
president had a popularity rating of near 90%. We may be at war but we
are headed into an economic recession at the same time.
NPIC elected a president who does not live in the area. We hired a
ditch rider from within the company for a manager. We started the year
with very little water in inventory and had a relatively dry year as far as
rainfall was concerned. But due to a 90% delivery from the CBT system
a lot of extra work and a very good job by the crew we made it through
the year in pretty good shape and delivered 4.5 acre feet per share. My
thanks to the crew and manager for a job well done.
The board will continue to work towards cutting shrink and improving
the system. Upgrading of Miners Lake and enlarging the storage capacity
of Halligan seem to be things that might happen in the not to distant
future. Replacing some structures and adding pipeline in the Buckeye
area, along with replacing sections in the Monroe Canal are planned
before next season. .

Gary Simpson
President, Board of Directors
North Poudre Irrigation Company

2

3
