<br />Feasibility Study <br />North Poudre Irrigation Co., Inc. <br />Reservoir No.1 (Miner's Lake) <br /> <br />Introduction (Need for the Project) <br /> <br />The North Poudre Irrigation Company (NPIC), located in Larimer County, <br />Colorado owns and operates Reservoir No.1 (Miner's Lake) as an irrigation <br />water storage reservoir for the benefit of the shareholders. The reservoir has <br />excellent storage decrees dating from 1881 and 1888. These decrees allow <br />NPIC to store 674 acre feet of water in the reservoir at full capacity. An <br />additional later decree (1945) allows for one refilling of the reservoir. The dam <br />was constructed in the 1880's and there are no known plans on file with NPIC, <br />nor at the State Engineers Office (SEO). Currently the reservoir is under <br />restriction because of aging outlet works, inadequate spillway, and seepage at <br />the toe of the dam. Under the current restriction the reservoir capacity is <br />approximately 257 acre feet NPIC wishes to make the repairs necessary to <br />bring the reservoir to full capacity rather than risk losing their storage rights. <br /> <br />Project Sponsor <br /> <br />The NPIC is a mutual ditch company and a non-profit corporation registered in <br />the State of Colorado. There are 646 shareholders and 10,000 shares of stock. <br />NPIC has the power to set annual assessments to be paid by the shareholders, <br />the power to cut off water deliveries to shareholders that fail to pay their <br />assessments, and the power to offer stock for sale to pay back assessments. <br />The NPIC articles of incorporation and by-laws are included in Appendix A. <br /> <br />Project Service Area and Facilities <br /> <br />The NPIC has an office in Wellington, Colorado and operates 22 storage <br />reservoirs and approximately 200 miles of ditches. NPIC also owns a large <br />machine shop, equipment including trucks, pickups, frond-end loaders, motor <br />graders, and other miscellaneous pieces of equipment <br /> <br />The service area for NPIC is located in Northeastern Larimer County as shown <br />on the Service Area map in Figure 1. The total service area is approximately <br />42,000 acres of which NPIC provides water for irrigation for approximately <br />28,000 acres. The irrigated acreage within the service area is primarily used to <br />grow corn, sugar beets, soybeans, hay, and feed crops. <br /> <br />- 1 - <br />
