<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Feasibility Study <br />For <br />WINDSOR RESERVOIR NO.8 <br />STORAGE RECOVERY PROJECT <br /> <br />PROJECT SPONSOR <br /> <br />The Windsor Reservoir & Canal Company (WRCC) is a Colorado Mutual Ditch Company and <br />a Non-profit Corporation. The WRCC Company was incorporated under the laws of the State of <br />Colorado as a nonprofit corporation on May 1, 1890. One of the first projects of the company was <br />construction of The Big Windsor Reservoir in Weld County which began in July 1890. Thompson <br />Reservoir was next and was constructed downstream of The Big Windsor Reservoir. Later <br />purchases by the company include the purchase of Reservoir No.8, Reservoir No.8 Annex, and <br />Elder Reservoir from the Divide Canal and Reservoir Company in 1911. Douglas Reservoir, <br />Cobb Lake, and the Larimer-Poudre Canal were purchased in 1936. In 1937, the Water Tunnel <br />Company was formed in conjunction with the Water Supply and Storage Company. The Windsor <br />Reservoir and Canal Company owns a one-third interest in the Water Tunnel Company which <br />diverts water from the Laramie River (coming out of Chambers Lake) into the Cache LaPoudre <br />River. <br /> <br />Thompson Reservoir served as an equalizer for The Big Windsor Reservoir until the late 1980's. <br />Thompson Reservoir has recently been abandoned and subsequently, the dam and headgates <br />removed. <br /> <br />The Windsor Reservoir and Canal Company office is located in Eaton, Colorado. The company <br />presently has six reservoirs in its holdings. The company owns about 25 miles of ditch known as <br />the Poudre Valley Canal extending from the Cache La Poudre River, at the junction of highway <br />287 and highway 14, to Cobb Lake. There is a total of 1000 shares comprising the company with <br />about 275 shareholders with a par value of approximately $100 per share. The present share value <br />is estimated at $35,000 per share. <br /> <br />The Articles of Incorporation and By-Laws of the company are provided in Appendix B. <br /> <br />PROJECT SERVICE AREA <br /> <br />The project service area is shown on Figure 1. The land may be generally described as that land <br />in Eastern Larimer County and West Central Weld County and is in the area bounded by the Eaton <br />Ditch and Greeley No.2 Ditch. The total area encompassed between these boundaries is about <br />86,000 acres. Within these boundaries, The Windsor Reservoir and Canal Company provides <br />water for irrigation of about 55,000 acres. The total Windsor Reservoir and Canal Company <br />irrigation system typically uses about 31,000 acre-feet of water to irrigate approximately 55,000 <br />acres of farm land. Most of this land is located in Weld County, Colorado; whereas, most of the <br />reservoir structures owned by the WRCC lie within Larimer County. <br /> <br />Windsor Reservoir & Canal Feasibility Study <br /> <br />Page 1 <br />
