The loan is for the augmentation and groundwater <br />recharge project near Julesburg. <br /> <br />The Board approved a Small Project Loan from the Construction Fund in a maximum amount of <br />$100,000. The loan terms are 3% for 10 years. I have attached a copy of the updated Board memo <br />concerning the Lower South Platte Water Conservancy District. Please refer to page 4 of that <br />memo and to the section "Action taken by the CWCB May 21,2001." <br /> <br />When the Board approves a Small Project Loan there remain several conditions: <br /> <br />a) A Feasibility Study is required. John Van Sciver has completed a draft of the study, which will <br />be forwarded to you for your review and comment. The study will then be completed so that it <br />meets the requirements of the CWCB Construction Fund Guidelines for feasibility studies. <br /> <br />b) An approved contract must be in place before funds can be advanced. Jan IIlian has placed <br />this project on our contracting "hot list" and has initiated the loan contracting process. I <br />understand the project will be constructed in late spring 2001, and that the District will need <br />funds to pay contractor bills in the very near future. Our goal is to have the loan contract signed <br />by all parties by July 15, 2001. <br /> <br />c) You must adhere to the CWCB Desiqn and Construction Administration Procedures. John Van <br />Sciver will contacted you regarding the CWCB requirements concerning project bidding, <br />design, and construction. John will make construction inspections that will be the basis for <br />disbursement of your loan funds. <br /> <br />d) You must adhere to the CWCB Guidelines for Financial Assistance. <br /> <br />Flood Protection · Water Project Planning and Financing.
