<br />Institutional Considerations <br /> <br />Entities that are, or may be, involved in the management, design, construction, and financing of <br />the project include: <br /> <br />LSPWCD; Project management and construction. <br />Northern Colorado Water Conservancy District (NCWCD); Engineering design. <br />South Platte Lower River Group; Construction Financing <br />Ground Water Appropriators of the South Platte (GASP); Construction Financing <br />Colorado Water Conservation Board (CWCB); Financing and construction. <br /> <br />The LSPWCD will be the lead for the financing, design, and construction of the project and will <br />enter into contracts and agreements with the various entities for the services provided by eac~,: <br />The LSPWCD has established an agreement to sell augmentation credits to GASP. The GAS~ <br />a@reemEant ?????? is found in Appendix G <br /> <br />Financial Analysis <br /> <br />The LSPWCD is requesting a 1 O-year loan from the CWCB. The standard agricultural lending <br />rate would be 3%, resulting in annual payments (including the 10% reserve requirement) of <br />$12,895. <br /> <br />Table 2 is a summary of the financial aspects of the project. The LSPWCD will construct and <br />operate the project, and will sell the recharge credits to GASP under contract price covering all <br />O&M and financing costs. No District mill levy increase will be needed, and the assessment rate <br />for recharge programs currently run by the Enterprise will remain the same. O&M costs are <br />estimated at $7.00 per acre-foot. When financing costs are included, the annual project cost is <br />$15.60 per acre-foot, based on an average annual yield of 1,500 acre-feet. <br /> <br />Table 2.
