<br />Feasibility of Construction <br />of an Augmentation Well and <br />Recharge Ponds <br /> <br />Introduction (Need for the Project) <br /> <br />The Lower South Platte Water Conservancy District (LSPWCD), located in Logan, Morgan, <br />Washington, and Sedgwick Counties operates the Lower South Platte Recharge Water Activity <br />Enterprise (the Enterprise), currently serving 42 customers with 62 wells. Past drought conditions <br />emphasize the need for additional replacement sources. During the winter and spring of 2001 new <br />recharge ponds have been developed in the lower South Platte River under the canals of the <br />Julesburg Irrigation District-JID (Le., Highline, Settlers, and Peterson). The accretions from these <br />ponds will provide a replacement source to the river to offset irrigation well depletions. Additional <br />funds are needed to expand and enhance these recharge facilities to maximize their use as a <br />replacement supply. The LSPWCD now needs to construct new wells to augment state line flows, <br />prior to the 2001 irrigation season. <br /> <br />Project Sponsor <br /> <br />The LSPWCD was formed in accordance with the Water Conservancy Act of Colorado with <br />decree date of May 8, 1964. There are 375,000 acres within the District assessed at Y:z mill. <br />These taxes are collected through the county tax collection process. The LSPWCD Decree and <br />By-Laws are included in Appendix A. <br /> <br />In 1993 the LSPWCD established (by resolution) a water activity enterprise in accordance with <br />CRS 37-45.1-101. The Enterprise is authorized to take on debt repayable from its revenues. The <br />resolution establishing the Enterprise, and the election results concerning Article X, Section 20 of <br />the State Constitution are found in Appendix B. <br /> <br />Project Service Area and Facilities <br /> <br />The LSPWCD has existing water supply facilities that can provide water to replace long-term <br />depletions. These projects are the Lower South Platte Recharge Project on the Peterson Ditch <br />decreed in Case No. 90-CW-182 and the Lower South Platte Recharge Project on the Liddle <br />Ditch decreed in Case No. 97-CW-108. These projects have been providing accretions for <br />replacement of irrigation well depletions and have been expanded recently to include additional <br />credits from ditch seepage and more recharge sites on the Liddle Ditch. In addition the <br />LSPWCD is leasing accretion credits developed from ditch seepage and new recharge ponds <br />under Julesburg Irrigation District rough???? water court application Case No. 95-CW-283. A <br />map of the project location is on page 7.
