Conclusions

1. The Lower South Platte Water Conservancy District was formed in accordance with the
Water Conservancy Act of Colorado with decree date of May 8, 1964. The LSPWCD has
established a water activity enterprise that can take on debt repayable from its revenues.

2. Rights-of-Way easements are adequate for the construction of this project.

3. The project would provide augmentation water for junior wells within the District.

4. The total estimated cost of the project is $120,000 and will be financed by a grant of cash
and in-kind services from the NCWCD and SPLRG, and by a $100,000 CWCS loan for
construction.

5. The Lower South Platte Water Conservancy District is eligible for a CWCS Small Project
Loan because the loan amount does not exceed $100,000, and because the project is
necessary to avoid undue hardship on constituents served by the District due to potential
loss of crops.

Opinion of Feasibility

The project appears to be technically and financially feasible.

Lower South Platte Water Conservancy District
Well and Recharge Ponds
May 2001
