<br />Conclusions <br /> <br />1. The Lower South Platte Water Conservancy District was formed in accordance with the <br />Water Conservancy Act of Colorado with decree date of May 8, 1964. The LSPWCD has <br />established a water activity enterprise that can take on debt repayable from its revenues. <br /> <br />2. Rights-of-Way easements are adequate for the construction of this project. <br /> <br />3. The project would provide augmentation water for junior wells within the District. <br /> <br />4. The total estimated cost of the project is $120,000 and will be financed by a grant of cash <br />and in-kind services from the NCWCD and SPLRG, and by a $100,000 CWCS loan for <br />construction. <br /> <br />5. The Lower South Platte Water Conservancy District is eligible for a CWCS Small Project <br />Loan because the loan amount does not exceed $100,000, and because the project is <br />necessary to avoid undue hardship on constituents served by the District due to potential <br />loss of crops. <br /> <br />Opinion of Feasibility <br /> <br />The project appears to be technically and financially feasible. <br /> <br />Lower South Platte Water Conservancy District <br />Well and Recharge Ponds <br />May 2001 <br /> <br />Page 11 of 11 <br />
